MANILA, Philippines — On the 11th day of Vice President Sara Duterte’s impeachment trial, the prosecution will present Roderick Wamil, former state auditor of the Commission on Audit’s Intelligence and Confidential Funds Audit Office (COA-ICFAO), whose testimony centers on the government’s audit procedures for confidential funds.
His testimony comes as the Senate court prepares to tackle Article I following President Ferdinand Marcos Jr.’s authorization for the release of Vice President Duterte’s tax records to the impeachment court.
- Wamil’s testimony is expected to narrate how COA reviews the liquidation reports, and whether the Office of the Vice President’s (OVP) supporting documents complied with COA rules.
- In April 2026, COA flagged P375 million in confidential funds under the OVP citing lack of justification, lack of supporting documents, and disbursements by unauthorized personnel.
- Prior to that, COA also ordered Duterte to return P73 million in the OVP’s 2022 confidential funds that have been found to be “improperly used.”
- Article 1 involves the alleged misuse of P612.5 million in confidential funds—P500 million under the OVP and P112.5 million under DepEd.
- The prosecution formally shifted to Article I on July 29 after concluding the presentation of evidence under Article IV.
- Two LandBank officials were presented on July 29 trial.
