MANILA, Philippines – On the 12th day of the impeachment trial of Vice President Sara Duterte, the House prosecution panel continues its presentation of evidence under Article I, which centers on the alleged misuse of confidential funds.
The prosecution team is expected to continue its direct examination of former Commission on Audit – Intelligence and Confidential Funds Audit Office (COA-ICFAO) auditor Roderick Wamil on Tuesday, Aug. 4, 2026. The examinaiton will cover the Office of the Vice President’s (OVP) confidential funds for 2023, as well as those released to the Department of Education (DepEd) during Duterte’s tenure as education secretary.

Key developments:
- Former COA auditor Roderick Wamil testified that Vice President Sara Duterte was the only vice president and only Department of Education secretary whose confidential funds he audited, saying previous holders of both posts were never allotted confidential funds.
- House prosecutors presented 15 boxes of confidential fund records, including more than 3,600 acknowledgment receipts, with some bearing controversial names such as Mary Grace Piattos, Andy C. Lim, Alejandro A. Pikit, Nova Santos, Renan Piatos, and Mico Harina.
- Wamil said the COA disallowed P40 million in confidential fund spending for medicines and P10 million for travel expenses, ruling that these were not among the allowable uses under the 2015 Joint Circular governing confidential and intelligence funds.
- The prosecution also presented a disbursement voucher signed by Duterte, which Wamil described as non-compliant with the joint circular, and testified that the OVP’s spending plan lacked specific confidential activities and supporting documents required for audit.
