  • Minister Buti Manamela has placed NSFAS under administration following mass board resignations and leadership instability.
  • Professor Hlengani Mathebula will oversee a turnaround strategy focused on governance, accountability, and operational continuity.
  • The intervention prioritises clearing funding backlogs, resolving accommodation issues, and modernising ICT systems to ensure service delivery.

Higher Education Minister Buti Manamela has officially placed the National Student Financial Aid Scheme (NSFAS) under administration.

This decisive move follows a period of significant instability, punctuated by the resignation of several board members, including the interim chairperson, Dr Mugwena Maluleke.

During a briefing in Pretoria, the Minister announced the appointment of Professor Hlengani Mathebula as the scheme’s administrator.

The intervention is a direct response to persistent maladministration and governance failures that have hampered the organisation’s ability to function effectively.

Professor Mathebula’s primary objective is to stabilise the scheme and restore accountability.

His remit includes overhauling internal controls, addressing critical audit findings, and accelerating the integration of ICT systems. These reforms are viewed as essential steps toward modernising NSFAS operations.

Furthermore, the administration will focus on practical student concerns, such as streamlining funding processes, managing student accommodation oversight, and clearing the backlog of appeals.

The ultimate goal is to rectify these systemic issues and return the scheme to a state of sustainable and effective governance.
