CEBU CITY, Philippines — The Cebu City Council minority has formally asked the Department of the Interior and Local Government (DILG) to review the legality of the council’s newly adopted House Rules. They argue that the majority approved the revisions without observing due process and stripped the vice mayor of powers granted under the law.
